Decrees of The Patriarch August 19, 2020

On August 19, 2020, His Beatitude, The Most Reverend D.Dr. Heigo Ritsbek, MA, MDiv, DMin, LittD, DD, Patriarch of The Anglocatholic Church gave the following decrees:

a) The Office of the Patriarch is re-named as General Office of Tallinn Patriarchate;

b) different Offices under the General Office have leaders as Prefects, The Membership of all Prefects of different Office leaders (Prefects & Vice-Prefects) under Tallinn Patriarchate is called Prefectorium;

c) as already decided earlier under General Office of Tallinn Patriarchate there is Office of Liturgy, which is led by Metropolitan Archbishop Dr. David Smith as Prefect;

d) there will be under General Office of Tallinn Patriarchate another office – Office of Consecrations, which will be led by Patriarch Coadjutor Dr. Raphael Marie Villiere as Prefect and Metropolitan Archbishop Dr. David Smith as Vice-Prefect;

e) there will be under General Office of Tallinn Patriarchate another office – Office of Episcopal Relations, which will be led by Primate Dr. Earl Lewis Frazier as Prefect;

f) There is a difference in Primacy concerning South America. Instead of one Primacy there will be two Primacies, led by two Primates: Primate of All Latin America of The Anglocatholic Church (Colombia, Costa Rica, Ecuador, Haiti, Peru, Venezuela) – sede vacante now, and Primate of All South America of The Anglocatholic Church (Angola, Argentina, Brazil, Chile) – His Eminence Metropolitan Archbishop Jose Fernando de Faria.

Clergy ID for a Deacon – The Rev. Deacon Pascal Rhetat

Patriarch background is red, bishops purple, priests green, deacons yellow. General Office of Tallinn Patriarchate of The Anglocatholic Church gives out all Bishops’ ID Cards, by special request also priest’s and deacon’s ID Cards. We hope donation to the Patriarch Fund for the ID cards.

African Task Force Established

To help to find solutions in certain problems in our Church in Africa, His Beautitude, The Most Reverend Dr. Heigo Ritsbek, MA, MDiv, DMin, LittD, DD, Patriarch of The Anglocatholic Church, established Africa Task Force, which is led by His Eminence, The Most Reverend Dr.Raphael Marie Villiere, The Patriarch Coadjutor of The Anglocatholic Church, and His Eminence, The Most Reverend Dr. Earl Lewis Frazier, Primate and Metropolitan Archbishop of All North America. The Consultant to the Task Force is His Eminence, The Most Reverend Dr. David Smith, Metropolitan Archbishop and Prefect of The Office of Liturgy of The Anglocatholic Church.

Dominus Iesus Encyclica By Joseph Cardinal Ratzinger on behalf of The Congregation for the Doctrine of the Faith with approval of Pope John Paul II – August 6, 2000

“The Churches which, while not existing in perfect communion with the [Roman] Catholic Church, remain united to her by means of the closest bonds, that is, by apostolic succession and a valid Eucharist, are true particular Churches.”

“Therefore, these separated Churches and communities as such … have by no means been deprived of significance and importance in the mystery of salvation. For the Spirit of Christ has not refrained from using them as means of salvation which derive their efficacy from the very fullness of grace and truth entrusted to the Catholic Church.”

By this statement any catholic bishop in an unbroken apostolic line from the original Roman Catholic Bishop is a true Catholic Bishop, but we must remember to stay as close to the original source as much as possible.

The Anglocatholic Church understands that statements concerning Apostolic Succession and valid Eucharist makes us “a true particular church” in the understanding of The Holy See.
